It depends on what level you are. I play a mage, and when I was level 80 before Cata came out, I used a dagger and an off hand. If you are an 85 and have all epic gear and are already raiding (which you probably are not) then you can choose which ever combination suites you. But if you are a lower level, then the staff is the best thing you can use.
